Francisco Jose Lloreda Mera

Graduated from the University of Javeriana in Bogota; with Masters degrees in Public Administration (MPA) from Columbia University in New York and Public Policy in Latin America (MSc) from Oxford University, in England, United Kingdom; as well as a Doctorate (PhD) in Politics, also from Oxford University. Lloreda Mera has served as the High Presidential Advisor for Citizens’ Security; Minister of Education; ad-hoc Minister of Economic Development; Ambassador of Colombia in Netherlands, where he was a Permanent Representative at the Organization for the Prohibition of Chemical Weapons; Interlocutor at the International Criminal Court; and member of the Colombian delegation before the International Court of Justice. He was Director of the newspaper “El Pais de Cali;” Oversight Director of Public Policies for the ICESI University, Cali and Executive Director of the Federation of Colombian Municipalities. As Executive Chairman of the Colombian Petroleum Association (ACP ), Lloreda Mera leads one of the most important industrial groups, and one with the greatest impact in the economic development of the country.
